Residence permits and stay requirements

Temporary residence (stay of 3–12 months)

Required documents:

• Completed and signed application form
• Identity card or passport
• European Health Insurance Card (EHIC) or private health insurance
• University letter confirming study/research activity or proof of sufficient financial resources

Permanent Residence (over 12 months stay)

How to apply:

The application can be submitted free of charge through authorized CAF offices, which provide assistance with completing and sending the required documentation.

Who must submit it and when

The declaration of presence is required only in specific cases, depending on the country you are arriving from and the type of accommodation you choose.

You do NOT need to submit a declaration of presence if:

• You arrive in Italy from a non-Schengen country: the entry stamp on your passport replaces the declaration.
• You are staying in a registered accommodation (hotel, B&B, hostel, Airbnb): the check-in registration serves as your declaration of presence.

You MUST submit a declaration of presence if:

• You arrive from a Schengen country and
• You are not staying in a registered accommodation (e.g., you are hosted in a private apartment)

In this case, you must go to the local Questura (Immigration Office) within 8 working days of your arrival in Italy.

How to submit the declaration of presence in Turin

Where to go: Questura di Torino – Immigration Office
Via Fratelli Ruffini 11, Turin (new location active since March 2025)

Required documents:

• Original passport + one copy (page with personal data and photo)
• Residence permit for study issued by another Schengen country (if applicable)

• Rental contract or hospitality declaration

  The hospitality declaration must be submitted by the host at the local Police Station within 48 hours of the guest’s arrival.

• University acceptance letter or a document confirming participation in a mobility program

First residence permit

Who: Non-EU students planning to stay in Italy for more than 3 months and who entered with a long-stay study visa (Type D visa).
When: Within 8 working days from arrival in Italy.
Exemptions: Dual citizens (Italian or EU/extra-EU) are not required to apply.

Residence permit renewal

You can apply for renewal starting from 30 days before the permit expires. It is strongly recommended to apply before the expiration date.

Application and renewal procedure

Where to apply

• PoliTO Immigration Desk: Free assistance with completing and collecting the application kit (appointment required via the Teaching Portal).
• Patronato: Assistance also available at any Patronato office.
• Documentation: Bring both originals and photocopies of the required documents.

Submission and costs

• Post Office: Submit the completed kit at a “Sportello Amico” counter.
• Postal fees: €30.00
• Electronic residence permit: €70.46 (payment slip provided by the Immigration Desk or Patronato)

After submission (documents received from the post office)

• Receipt: Contains USER ID and PASSWORD.
• Appointment: You will receive details for your appointment at the Immigration Office (Questura).
  ⚠️ Always carry the postal receipt and your passport until the permit is issued.

Fingerprinting appointment

• Bring 4 identical passport photos and all original documents.
• Attendance is mandatory. Missing the appointment will suspend your application.
• If this is your first application and your stay exceeds 1 year, you will be required to sign the Integration Agreement.

After fingerprinting

It may take several weeks to receive the appointment for collecting your residence permit.

Required documents – First residence permit

• 2 photocopies of the passport page with personal data + 2 of the visa + any additional stamps/visas
• Photocopy of your Italian tax code (codice fiscale), if available
• Admission letter from Politecnico di Torino
• Certificate of enrollment (downloadable from the Teaching Portal)
• €16 revenue stamp (marca da bollo – available at tobacconists)
• Photocopy of health insurance receipt
  📌 All photocopies must be in A4 format

Required documents – Renewal

• 2 double-sided photocopies of the expiring/expired residence permit
• 2 photocopies of the passport page with personal data
• Certificate of enrollment:
  • For the first renewal: at least one exam passed
  • For subsequent renewals: at least two exams passed per academic year
• €16 revenue stamp
• Proof of sufficient financial resources (e.g., scholarship letter)
• Photocopy of health insurance receipt (must cover the entire renewal period)
  All photocopies must be in A4 format

🔍 How to check the status of your application

• Visit www.portaleimmigrazione.it → “Area riservata stranieri” → enter your USER ID and PASSWORD (without hyphens)

After the first application:

If you have the receipt for your first application for a residence permit, you can leave and re-enter Italy only with a valid multi-entry type D visa.
⚠️ Since April 5, 2010, the type D visa allows travel within Schengen countries for 90 days within any 180-day period.
For travel to non-Schengen countries, check with the relevant embassy whether a visa is required.

After applying for renewal:

If you have applied for the renewal of your residence permit and are waiting for the process to be completed, you may remain in Italy with full rights (based on the "principle of continuity").

You may leave and re-enter Italy under the following conditions:

• You use the same border crossing point for both exit and re-entry.
• You do not transit through other Schengen countries (or check with embassies if a visa is needed).
• You carry with you: your passport, the receipt of the renewal application, and the expired residence permit.

In any case, for travel to non-Schengen countries, it is recommended to check with the Embassy/Consulate of the destination country whether an entry visa is required, based on your nationality and current residence.

⚠️ You cannot interrupt your stay in Italy as per Article 13, paragraph 4 of Presidential Decree dpr_394_1999: 

• For more than 6 months (if you have a one-year permit)
• For more than 1 year (if you have a two-year permit)
• For more than half the duration of the permit

Unless due to military obligations or serious documented reasons.
