North, South and Paradox of Climate Urgency
The climate change negotiations have been largely disconnected from development goals, posing risks due to outdated financial systems. Despite 30 years of talks, there is limited progress in aiding developing countries in pursuing low-carbon pathways. The COP 28 global stocktake highlighted the need for systems favoring sustainable development without unjust trade measures, reflecting doubts about multilateral cooperation amidst geopolitical tensions.
During this seminar, dr. Emilio Lèbre La Rovere (IPCC Author and Nobel Prize Winner) will explore the contradiction between the imperatives of fully developed countries and multilateral cooperation that does not penalize the Global South by providing an overview of the historical context, failed strategies and paradigm shifts, geopolitical tensions and misunderstandings, roadblocks in financial systems and potential solutions.

Biography
Emilio Lèbre La Rovere is Coordinator of the Environmental Sciences Laboratory and of the Center for Integrated Studies on Climate Change and the Environment. Full Professor of the Energy Planning Program at COPPE/UFRJ, Institute for Research and Graduate Studies of Engineering, Federal University of Rio de Janeiro, Brazil. Graduated in Electrical Engineering at PUC-RJ, in Economics, and M.Sc. in Systems Engineering at UFRJ. D. Sc. in Economics (EHESS, Paris, France 1980). Coordinating lead author and lead author of several reports of the IPCC, contributing since 1992 to the award of 50% of the Nobel Peace Prize to the IPCC in 2007. Chair of the Carbon Economics Task Force of the Brazilian Climate Change Forum. Author of a Commentary to T20 Brazil (think thank group supporting G-20 in 2024).
