PROGES Department - Building Heritage, Management, Design and Construction and Workplace Safety

Mission

The Department supervises the development and conservation of the University’s building stock and the management of facility management activities relating to these buildings, ensuring the planning, coordination and implementation of the works set out in the Three-Year Works Programme, in close collaboration with the Programme Management Advisors Team and the Masterplan Team, with a particular focus on sustainable architecture, technological innovation in construction and the energy transition of the University’s building stock. It oversees the planning and implementation of the University’s strategies for sustainable development, decarbonisation and energy governance. It ensures programme and project management activities for strategic building projects and the preparation of business plans to support feasibility studies, public-private partnerships and public and private funding. It supervises the management – including digital management – of the University’s property portfolio from an administrative and contractual perspective, ensuring activities relating to the acquisition, disposal and management of properties and spaces, as well as the preliminary assessment for the conclusion of agreements concerning the use of spaces. It plans, organises and coordinates the general services required for the running of the Administration’s premises and communal areas. Through the Fire Safety Management Division, it supports the activities of the Fire Safety Service Management Coordinator (CGSA), ensures that emergency plans are drawn up and kept up to date, and supports the University’s Health and Safety Manager (RSPP) in activities relating to health and safety in the workplace. On behalf of the Director-General, it also provides technical, legal and administrative support, as well as programme management for strategic projects, and oversees the management of ongoing projects identified by the Director-General.

The Unit supports the Executive of the PROGES Department in organisational development, process innovation, monitoring of objectives and the management of cross-functional information within the Department, promoting integration between departments and the evolution of organisational and management models. It is responsible for mapping, analysing and improving cross-functional processes, the methodological coordination of the performance cycle, the exchange of information between the Executive of the PROGES Department, the collection and systematisation of data required by the Governing Bodies and the University’s departments, the monitoring of benchmarking and organisational improvement initiatives, support for planning, monitoring and reporting activities and, in coordination with the Head of the Digital Information Management for Construction Unit, the development and integration of the Department’s management applications and digital tools.
