The Division supervises planning, management and executive monitoring process in the administrative and financial areas related to the work development and SIA, with a view to supporting the technical roles within the Department and supporting the Governing bodies in order to provide elements for strategic analysis for better use and allocation of resources allocated to building development and heritage conservation. The Division also monitors and reports on building investment projects financed with external funds through constant liaison with the RUPs, other Divisions within the Department and the related Departments.

He works closely with the Portfolio Management Office (PfMO)​, developing activities that support strategic analysis for governance and Governing bodies and coordinating the activities of the Masterplan Team and the Programme Management Advisors Team with a view to monitoring the timing and costs of maintenance works. Activities are developed according to the following main steps: Programme Master Plan (planning) and Programme Master Schedule, which establishes the time constraints for each project, analyses all information on project costs, ensures that timing and budget are matched once the individual programme has been planned and scheduled, and supports the Project Manager/RUP in its execution.

She works closely with the Financial Management Unit to develop methods, tools and activities for accounting budget planning, financial statement closing and budget monitoring, including support for reporting on funded projects. Activities include: design and development of specific ad hoc reports to support planning, monitoring, closing and reporting activities; supervising the configuration of financial schemes relating to accounting projects to be created for the financial management of the budget under the responsibility of the Department; developing analytical cost reversal models; developing cost analyses and forward-looking projections for the assessment of economic and financial trends and the sustainability of investments.

The Unit handles the administrative requirements and activities related to the life cycle of contracts, in relation to the planning, management, and execution of contracts in the fields of public works, engineering, and architecture.The Unit is in charged of the planning (Three-Year Programme of Works for Building Construction) and execution of works, of the communications related to procurement (AGACON), Entities (Social Security, ASL, ANAC, Observatory) and the Ministries (MIT and MEF). The Unit is responsible of transparency, anti-corruption, privacy protection and supervises subcontracting procedures, appointments, authoritative measures.

The Unit ensures the integrated, sustainable and transparent management of the University's entire portfolio of building projects, through the integration of activities related to technical planning, monitoring and reporting on funding and the progress of works in coordination with the RUPs, the PIFIC Department for aspects impacting the budget and other structures for aspects within their competence.

The Unit handles activities related to budget cycle planning and management, together with those related to the operation of accounting management cycles, in coordination with the RUPs and the PIFIC Department for specific aspects relating to the budget and other Offices.
