Data in Horizon Europe

Open Science is an important evaluation criterion in Horizon Europe. There are sub-sections dedicated to OS and RDM in the Excellence/Methodology section, which should be linked and compatible with the impact section (dissemination, exploitation and communication) as well as the quality of implementation (work planning and resources, capacity of participants and consortia). The committee establishes mandatory OS practices and recommended practices in the programme guide.

COMPULSORY:

If the proposal is accepted, the committee requests:

  • Open Access to publications
  • Responsible management of research data in line with FAIR principles, in particular through the extensive use of data management plans
  • Access to FAIR data and research products (software, models, protocols, etc.) according to the principle “as open as possible, as closed as necessary” in reliable institutional repositories

 

RECOMMENDED:

The practices are detailed in the Standard Application Form and in the Programme Guide (V1, pp. 38-54) not limited to:

  • rapid and open sharing of research (e.g. with pre-registration, recorded reports, preprints, or collective development)
  • measures to ensure the reproducibility of research products
  • participation in open peer reviews
  • involvement of all relevant actors in the knowledge process including citizens, civil society and end users in the cooperative creation of R&I agendas and content (such as citizen science)

Recommended OS practices are strongly encouraged and will be favourably evaluated if present.

At the proposal stage, you will need to provide at most one page to describe OS practices and at most one page to describe data management and research products, and you will need to briefly describe how you plan to implement these practices and plans.

When a proposal is successful, beneficiaries are asked to write a detailed Data Management Plan and update it at the various stages of the project.
