PoliTO established the PREP (Prevention and Protection Service) and identified other roles necessary for the management of prevention and protection at the university.

The safety organizational chart is aimed at proper management of the "safety system," and its definition makes it clear to everyone "who does what."

Each role in the organizational chart has specific duties and responsibilities, established by Legislative Decree 81/2008 and subsequent amendments.

It is the subject holding the employment relationship, or in any case, the subject who, according to the type and structure of the organization within which the worker performs their activity, bears the responsibility for the organization itself or the production unit as they exercise decision-making and expenditure powers.  

The DDL (Employer) of the Polytechnic is the Rector.

It is the person who, based on professional skills and appropriate hierarchical and functional powers suitable to the nature of the assigned task, implements the employer's directives by organizing work activities and supervising them. 

At the Polytechnic, the Managers are:  

  • General Director, for the Structures within their competence and for the staff Structures of the University Bodies
  • Department Directors and Heads of Department
  • Structure Managers of the Central Administration (Level 1)  
  • Any other individuals whose establishment act includes the formal appointment as Manager for safety purposes. 

Main tasks:

  • Implement the necessary measures for the safety and health of workers, except those charged to the Laboratory Research Activity Manager.
  • Take action to update the Risk Assessment Document on the occasion of the start of new activities or modifications, communicating all necessary information to the Prevention and Protection Service.
  • Take action to keep prevention and protection measures up to date, collaborating with the Prevention and Protection Service.  
  • Supervise the implementation of all arrangements regarding machines, equipment, and work tools, including those designed for research purposes, plants, or other technical means, as well as the possession and use of new chemical, physical, or biological agents.  
  • Request compliance with safety and prevention regulations and arrangements indicated by the Employer.
  • Designate personnel for emergencies, evacuation, fire fighting, and first aid.  
  • Take action with respect to RADRLs and ensure they provide the necessary instructions to guarantee proper information and training for students in the laboratory.
  • Take appropriate measures so that only workers who have received proper instructions and specific training access the risk areas.  
  • Implement all necessary compliance activities for cooperation and coordination in the implementation of measures for the prevention and protection against interference risks.
  • Verify the inclusion of clauses that regulate tasks and responsibilities regarding safety in agreements with external entities in coordination with the Prevention and Protection Service.
  • Promptly report accidents to the competent authority for filing reports.

It is the individual who, either alone or as a group coordinator, conducts teaching or research activities in a laboratory.  

This figure is identified as:

  • the teacher formally designated as the Laboratory Supervisor  
  • the personnel who formally oversee research activities carried out within one or more laboratories  
  • the holder of a teaching or research activity within a laboratory
  • the holder of a course that includes laboratory hours as part of the curriculum  
  • the holder of teaching or research activities conducted outside the University  
  • the thesis advisor or co-advisor, including for doctoral theses, or responsible co-researcher, for research activities carried out by students in the Polytechnic's laboratories or at external entities, except in cases where the student's functional dependency is formally assigned to the same external entity where the thesis is conducted.

Main duties: 

  • Collaborate with the Manager, with the teachers proposing research topics, with the Supervisor, with the Prevention and Protection Service, and with the Competent Doctor for Safety and Health management. 
  • Identify hazards, in the case of new experimental activities involving the implementation and/or use of new equipment/process/substance, and communicate this to the Prevention and Protection Service. 
  • Implement prevention and protection measures before risky activities are carried out. 
  • Develop any operational procedures, best work practices, protocols, and access rules related to safety aspects associated with risky activities. 
  • Monitor the proper application of prevention and protection measures. 
  • Identify all individuals exposed to risk before starting new activities and in the event of significant changes in teaching or research.
  • Activates to update the Risk Assessment Document in case of significant changes in activities.  
  • Activates to eliminate or minimize risks related to technical progress knowledge.  
  • Provide, directly or with the help of qualified collaborators, information, training, and instruction to all exposed subjects about specific risks and the prevention and protection measures that must be adopted to eliminate or minimize them.  
  • Attends training and update courses on Occupational Safety and Health.
  • It implements all arrangements of Article 9, D.M. No. 363/98, for cases involving the design and use of machine prototypes, equipment and work tools, plants, or other technical means developed in research, teaching, and service activities for which it is responsible, as well as in cases of production, possession, and use of new physical or biological chemical agents developed in the aforementioned activities.

Those who carry out teaching activities in a classroom on behalf of the University:

  • Course instructors
  • Contract lecturers
  • Assistants
  • Support staff for teaching and all appointed personnel

The person responsible for classroom teaching activities is recognized as the Supervisor, and their duties are:

  • To oversee students' compliance with the safety instructions provided to them, including the accessibility of escape routes
  • To verify that the classroom capacity is not exceeded and, if it is, to implement the procedures established by the Prevention and Protection Service
  • To promptly report any hazardous conditions that occur during lessons or that they become aware of to the Prevention and Protection Service
  • To implement emergency procedures, with particular attention to individuals with reduced or impaired mobility
  • To ensure that, in the event of an evacuation, the classroom is vacated in an orderly manner and to accompany students to the safe location indicated in the evacuation plan

The one who, due to his professional skills and appropriate hierarchical and functional powers related to the nature of the assigned task, oversees the work activity and ensures the implementation of received directives, monitoring their correct execution by workers and exercising a functional power of initiative.  

At the Polytechnic, the following are in charge:  

  • Administrative Management Responsible (RGA)  
  • Laboratory Teaching or Research Activity Responsible (RADRL)  
  • Classroom Teaching Activity Responsible (RAD)  
  • Other figures specifically identified and appointed

Main duties:

  • Supervise the compliance of workers with company obligations and arrangements, and the use of collective protection means and personal protective equipment (PPE)
  • Inform superiors in case of non-compliance
  • Ensure that only workers who have received proper instructions access areas with specific risks
  • Promptly report deficiencies in work equipment and PPE
  • Report any hazardous conditions that occur during work or activities, of which they become aware
  • In case of an emergency, give instructions for workers and other individuals to leave the work area or dangerous zone
  • In case of an emergency, promptly inform exposed individuals about the risk itself and the measures taken or to be taken regarding protection

It is the "person, elected or appointed to represent workers regarding health and safety aspects at work."

RLS responsibilities:

  • Accesses workplaces
  • Consulted on risk assessment
  • Consulted on the appointment of the Responsible and Officers of the Prevention and Protection Service, Competent Doctor, and members of Emergency Teams
  • Consulted regarding information, training, and education on safety and health topics at work
  • Receives information related to risk assessment, preventive measures, accidents, and occupational diseases
  • Participates in the Periodic Meeting
  • Proposes activities related to prevention
  • Can appeal to the competent Authorities

The Worker is the person who, regardless of the contractual type, performs a work activity within the organization of a public or private employer, with or without pay, even solely for the purpose of learning a trade, craft, or profession, excluding domestic or family service workers.

Workers at the Polytechnic:

  • Teaching staff, researchers, technicians, and administrative staff
  • Recipients of research grants
  • Theses students, doctoral students, specialization students, interns, scholarship holders, when attending educational or research laboratories, and, due to the specific activity carried out, are exposed to risk
  • Workers not structurally organized but employed by PoliTO under specific and regular contracts
  • Personnel belonging to other entities who, within the scope of specific agreements and conventions, operate in university premises

The obligations of the worker are as follows:

Take care of your own safety and that of other people present in the workplace

  • Observe the provisions and instructions given
  • Properly use machinery, safety devices, and work equipment
  • Report deficiencies of means and devices and any hazardous condition
  • Do not carry out operations or maneuvers outside of your competence, nor remove or modify safety, signaling, and control devices without authorization
  • Undergo the required health checks

Students who attend the spaces of the Polytechnic must adhere to the safety and health protection indications provided to them.  

Students must:  

  • - Follow the instructions and directives given to them by the teachers in the classroom 
  •  - Follow the indications provided by fire safety and first aid personnel in case of emergency  
  • - Not remove or modify, without authorization, safety, signaling, or control devices  
  • - Not perform on their own initiative operations or maneuvers that are not within their competence or that could compromise their own safety or that of others  

During the time students are engaged in the "Laboratories," they temporarily assume the status of "workers" and, as such, have the associated rights and duties.

The entities hosted at the PoliTO must ensure that their personnel comply with current health and safety regulations in the workplace, the indications of the Health and Safety Regulations, and the university's safety procedures, unless explicitly otherwise specified in the Agreements for the use of spaces stipulated by the Administration, after consulting the Prevention and Protection Service.

The Prevention and Protection Service must be promptly informed of the signing of the Agreements for the granting of space use for necessary coordination.

The Prevention and Protection Service is the group of people, systems, and external or internal means within the company aimed at activities to prevent and protect against occupational risks for workers. 

Its main responsibilities: 

  • Identification of risk factors, risk assessment, and determination of safety measures 
  • Development, within its competence, of preventive and protective measures 
  • Development of safety procedures 
  • Proposal of training and information programs for workers 
  • Participation in annual consultations on health and safety protection 
  • Providing workers with the information required by Art. 36 of Legislative Decree 81/08 

The Head of the Prevention and Protection Service is the RSPP. 

The competent doctor collaborates with the Employer for the purpose of risk assessment and is appointed by the same to carry out health surveillance and for the following tasks: 

  • Collaborates in the preparation and implementation of measures to protect the health and physical and mental integrity of workers; 
  • Performs preventive and periodic health assessments; 
  • Expresses judgments on suitability for the specific job; 
  • Establishes and updates a health and risk file for each worker exposed to health surveillance; 
  • Visits the workplaces; 
  • Collaborates in training and information activities. 

The services provided at the Infirmary include: 

  • First Aid service; 
  • Collaboration with the Competent Doctor for conducting preventive and periodic health assessments of workers. Visits and assessments are carried out by appointment and/or reservation.

Workers responsible for implementing fire prevention measures and firefighting, evacuating workplaces in case of serious and immediate danger, rescue, first aid, and emergency management:

  • They are selected by Managers among the workers belonging to the Structure
  • They must be in adequate numbers relative to the risk level of the work activities, the number of users, and the location and characteristics of the buildings
  • They receive appropriate and specific training and periodic updates
  • They must have suitable equipment according to the risk assessment
  • They may be subjected by the Competent Doctor to a health surveillance protocol to ensure fitness for the specific task
  • In the event of activation of the Emergency Plan, they are called to intervene at all Structures of the Site, particularly in classrooms and common areas.
  • Female and male workers cannot refuse the designation, except for a justified reason.
