Lectio Magistralis with Ulugbek Rozukulov
A delegation from TTPU/Uzavtosanoat in Uzbekistan is expected to visit Politecnico with the Lectio Magistralis held by Dr. Ulugbek Rozukulov, Chairman of the Board JSC "Uzautosanoat", PhD in Economic Sciences and Honorable Professor of the Turin Polytechnic University in Tashkent.
The event is scheduled on Friday 23 May 2025 from 3,00 p.m. to 4,00 p.m in the Sala "Emma Strada" of Politecnico di Torino.
Abstract
The guest lecture by Dr. Ulugbek Rozukulov, Chairman of the Board of UzAuto, provides a comprehensive and analytically grounded perspective on the evolution, strategic modernization, and global integration of Uzbekistan’s automotive industry. The presentation examines the sector’s growth from its inception during the post-Soviet industrial restructuring of the 1990s to its present-day positioning as the leading automotive manufacturing hub in Central Asia, accounting for over 4.6% of national GDP and involving more than 30,000 employees.
From a scientific and economic development standpoint, the lecture explores the industry’s transformation through three stages: formation, localization and expansion, and the current phase focused on innovation and electrification. These phases are analyzed in terms of industrial policy, FDI strategy, and technology transfer mechanisms. Special attention is given to the integration of a multi-tiered supply chain system, with over 4,500 car components now locally produced and structured across Tier 1–3 suppliers, reflecting successful import-substitution industrialization (ISI) policies.
Moreover, the lecture situates the automotive sector as a catalyst for cross-sectoral technological spillovers – particularly in metallurgy, polymer chemistry, electronics, and software engineering – demonstrating how industrial clusters contribute to regional economic diversification. The role of human capital is critically examined through the dual-education programs of the UzAuto Academy and the Industry 4.0 training initiatives, which serve as institutional anchors for skill development and adaptive workforce transformation.
The lecture concludes with a forward-looking assessment of Uzbekistan’s position within the global automotive value chain, including its strategic engagement in electric vehicle (EV) production. Using data from Global EV Outlook 2024 and Bloomberg NEF, the speaker presents projections that align Uzbekistan’s ambitions with global policy trends and sustainability targets. Overall, the session offers valuable insight into how emerging economies can successfully leverage industrial modernization, innovation capacity, and institutional development to achieve economic upgrading and international competitiveness.
