Abstract

The main objective of the project is the definition of an implementation plan for a European GNSS Collaboration Centre in support of educational, commercial and technical needs in South-East Asia that “will increasingly be one of the most dynamic growth engines of the world economy”. The plan for the creation of the Collaboration Centre foresees also accompanying awareness actions (2 workshops; Centre Opening Ceremony) to facilitate the start-up of the Centre and its visibility as well as to link it to European institutions in order to ease continuing cooperation and sustainability. The Collaboration Centre should be set up within this project and start its operation at the end of the project. Since limited resources do not allow to target all the South-East Asia Countries, and in order to ensure the highest chance of success to the action, the project deeply relays on the commitment, from the Asian side, of two Universities: HUT and AIT. HUT is the leading Vietnamese higher education technical institution with important ties with Ministries and Governmental Bodies as well with specific technical expertise and technical staff trained in GNSS. Therefore, HUT is the ideal recipient for the Cooperation Centre to which it can offer important local and regional links both technical and political. AIT is a well known international higher education institution based in Thailand, but addressing a truly international group of users. Its long lasting cooperation with HUT makes it an ideal partner to direct the actions of the Cooperation Centre also in the whole South-East Asia region. European partners have complementary expertise in important sectors of GNSS with consistent Research and Teaching experience, as the Master on Navigation at Politecnico di Torino, supported by the UN Office for Outer Space Affairs. Some of the key persons involved are members of GNSS international committees such as the International Committee on GNSS of UN and the Galileo Signal Task Force.
