GLOSSA: A "GLOcal" knowledge System for Sustainability Assessment of urban projects

Abstract
This research proposes a knowledge-system to support decisions in urban transformation projects, consistent with the development framework outlined by the PNRR (National Research Programme) and coherent with the Sustainable Development Goal 11 (SDG11) aiming at fostering the sustainable development of Italian cities. The research responds to a precise need originated by the exceptionality of the current moment: the presence of conspicuous funds available to Public Administrations (PAs) that make possible the desired sustainability transition. Nowadays the challenge is to identify scientifically sound and operationally feasible procedures that support public decision-makers (DMs) in this domain. It is important to underline that there is already a global and European strategy for the pursuit of sustainable development (2030 Agenda) and governments are responsible for following, developing and reviewing this Agenda at global, national and regional levels (United Nations, 2015) promoting an efforts’ coordination to implement the SDGs (Official Journal of the EU 2018). In this shared global framework, regional and local authorities are free to choose whether and how to adapt their activities to achieve sustainable development. In the perspective of inserting itself in this already structured context, the research presented here poses in innovative terms starting from the use of existing and new methods and indicators. The research proposes a “GLOcal knowledge System for the Sustainable Assessment of urban projects” (GLOSSA), in which global indicators are localized and adjusted at both national and local levels, to support measuring progress towards sustainable development. Indeed, both in line with the 2030 Agenda and the objectives and missions of the PNRR, the measurement and localization of indicators is recognized as a means to overcome economic, social and environmental challenges through coordination among state, regional and local levels. GLOSSA is conceived as an open-source toolbox shaped by two integrated parts: 1) a module for supporting PAs and planners/designers in the assessment and monitoring of urban transformations, 2) a tool for communication/dissemination of results and educational activities. Within this framework, the objective of the research is threefold: ? to support PAs and planners/designers in the identification of urban areas to be transformed as well as in the design of urban transformations projects. ? to support PAs in the assessment phase of urban transformation projects that will be submitted. ? to monitor the performance of funded projects. The GLOSSA is shaped through three core outcomes in methodological, technical and educational terms to have concrete impacts on the Italian territory. The triple objective connotes the research proposal as solidly academic and distinctly oriented to give its contribution to face the real challenges of our cities, especially from the point of view of public decisions.
