Abstract

The 2024 EPBD marks a shift from isolated energy upgrades to systemic, multi-scale renovation strategies that support sustainable urban regeneration. Achieving a climate-neutral and inclusive building stock by 2050 requires coordinated action across buildings, districts, and regions, integrating renewable energy, climate-resilient planning, and digitalisation. The REAHUB framework operationalises this vision by linking urban-scale diagnostics with building-level actions across the entire renovation process—from multidimensional analysis of the building stock to onsite assessments, renovation plans, funding schemes, and innovative services. Its components—including tools, procedures, services, and training—integrate EPCs, RPs, and SRIs into harmonised workflows connected with national and regional databases, financing instruments, and digital logbooks, improving data reliability and enabling long-term renovation roadmaps.

EPC data, complemented by socio-economic and environmental indicators, will be used to identify priority areas, target vulnerable neighbourhoods, and align renovation with broader urban regeneration objectives. The framework will be developed and deployed in diverse regulatory, technical, and social contexts through pilot regions in Austria, Italy, and Spain, with the engagement of local stakeholders, including public certification bodies, municipalities, energy service companies, and data and digital service providers. All framework components—tools, procedures, services, and training—will be accessible via an online platform, serving as a hub for building renovation both during and beyond the project lifecycle.
