Railway policy and regulation
On 26 September 2025, from 9:00 a.m. to 1:00 p.m., the Vigliano Room at Castello del Valentino (Viale Mattioli 39, Turin) will host a seminar dedicated to railway policy and regulation.
The seminar will be led by Justina Hudenko, colleague from Riga Technical University, whose short biography is provided below.
The program, held in English, will combine both theoretical and practical perspectives on railway policy and regulation, covering the following topics:

Biography
Justina Hudenko, Ph.D., is an Associate Professor at the Institute of Governance and Security of Riga Technical University (RTU). She holds a degree from RTU’s Faculty of Engineering Economics and Management and has served as an expert in economics and management for the Latvian Council of Science since 2017.
Since 2016, she has been Chair of AS “LatRailNet”, providing strategic leadership in railway infrastructure charging and capacity allocation. Since 2017, she has contributed to the management of Rail Freight Corridor 8, while also fostering European railway cooperation as a coordinator between PRIME and ENRRB. At the national level, she chairs the Mobility and Infrastructure Committee of the Latvian Chamber of Commerce and Industry and serves as Vice-Chair of the Advisory Council for Climate, Environment, and Energy of the Latvian Ministry of Climate and Energy.
Dr. Hudenko is the author of over 200 publications, including the book Track Access Charges in Freight Transportation, which has made a significant contribution to research in the fields of railway economics, management, and regulation.

- Analysis of regulatory frameworks.
- Railway network access rights: principles of cost allocation, market segmentation, and mark-ups.
- Discussion of recent policy developments, including the role of European Commission working groups (e.g., SERAC, PRIME/ENIM), sustainability goals, and regulatory challenges in the rail and road transport sectors, with a particular focus on the proposed capacity regulation and the harmonization of traffic timetables.
