Abstract
CIPHER (Certified Infrastructure for Quantum-secured Key Exchange, Routing & Applications) is a strategic industrial initiative designed to finalize the deployment phase of Quantum Key Distribution (QKD) technology in Europe, moving beyond high-TRL research to focus on industrial maturity, seamless integration, and robust regulatory compliance for securing Europe's technological autonomy in quantum communication. CIPHER consolidates mature European quantum components - lasers, detectors, QRNGs, and photonic integrated circuits - into compact, energy-efficient QKD systems embedded within software-defined networking and advanced orchestration layers, ensuring dynamic control and interoperability across complex, multi-vendor, and multi-operator telecom networks. A key enabler of this deployment is a telecom-focused QKD management layer, designed to align with established operational frameworks.
This layer allows operators to provision, orchestrate, monitor, and assure QKD services using the same processes and systems already used for traditional telecom networks. By following standardized service models, ordering procedures, and service assurance practices, operators can onboard QKD as a fully managed network service. This approach simplifies deployment, ensures lifecycle visibility, enforces service levels, and supports multiple tenants across diverse network domains. CIPHER addresses regulatory requirements by collaborating with metrology and certification bodies to establish EuroQCI-aligned security and compliance frameworks, including reference architectures, standard interfaces, and certification workflows based on Common Criteria and the forthcoming Quantum Act. By demonstrating secure, real-world deployments CIPHER delivers a verified, market-ready, and certifiable quantum-safe infrastructure supporting a competitive, SME-driven European supply chain and enabling large-scale, trusted adoption of EuroQCI for critical data and government communications.
