Biography

Since 2023, Buyan Arvijikh has been actively involved in advancing research and practice at the intersection of sustainable public procurement and social innovation in cities. As a PhD researcher at Politecnico di Torino, the focus is on how local governments can strategically use procurement and resource orchestration to foster inclusive and sustainable development. The research adopts a qualitative case study approach and is grounded in institutional theory, resource orchestration theory, and open social innovation.
In 2024, Buyan conducted in-depth research in collaboration with the Municipality of Turin, examining how procurement can act as a driver of social innovation within the public sector. This work included interviews with department heads and procurement officers, shedding light on the institutional dynamics, governance challenges, and enabling factors behind sustainable procurement practices.
Since 2025, Buyan has been based in Milan, working closely with local institutions on projects related to sustainable urban governance and public sector innovation.
Affiliated with Social Innovation Teams (SIT) and Social Innovation Monitor (SIM), Buyan is also engaged in analyzing startups with significant social and environmental impacts. The aim is to make research practically relevant and actionable for policymakers and stakeholders, while also informing suppliers, such as startups and third sector organizations about the evolving ecosystem in Italy.
Research interests include sustainable urban governance, innovation policy, public sector transformation, and the role of local governments in shaping new models of service delivery and social impact. With a commitment to producing socially engaged and contextually grounded research, Buyan works closely with public institutions to inform real-world practices and policy improvements.
