Abstract
Applying a multi-actor approach ICOS² mobilises 25 partners and a vast network to equip the EC and Member States with robust intelligence, actionable recommendations, and validated cooperation frameworks to strengthen Europe’s role in global semiconductors. Five interlinked objectives are pursued. O1:Economic Intelligence will map global supply chains and ecosystems, highlighting vulnerabilities, overcapacity risks, and nonmarket practices in 3rd countries. This aligns with the Work Programme’s (WP) goal of analysing risks to EU technological competitiveness and economic security. O2:Technology Intelligence benchmarks the EU’s positioning in emerging technologies, patents, and standards, identifying dependencies and opportunities for leadership. This directly supports the WP’s mandate to define priority research areas and contribute to international standardisation.
O3:Cooperation Intelligence evaluates political, industrial, and research cooperation frameworks, developing “what-if” scenarios to anticipate shocks such as export bans or geopolitical crises, complementing the WP’s task of assessing modes of cooperation and risks to EU access to technology. O4:Recommendations and Support Actions translate intelligence into actions for EU non-EU cooperation, joint calls, and researcher mobility, mirroring the WP’s emphasis on promoting collaboration and exchanges. O5:Dissemination and Engagement ensures uptake of results by policymakers, industry, and academia through targeted events and workshops, advancing the WP's objectives to organise joint initiatives and promote effective mobility and engagement. To achieve these objectives, ICOS² applies a structured methodology: comprehensive data collection, comparative risk modelling, scenario development, policy translation, and multi-stakeholder engagement. This evidence base underpins EU decision-making for activities on international cooperation.
