Abstract
The Alpine region (AR) is the most affected in Europe by rising temperatures. The impacts of global warming are well known, but public awareness of the actions needed to promote ecological transition at regional and local levels is still lacking. COMMONAIR promotes new governance models based on a bottom-up “citizen science” approach to monitor microclimate at the local scale with and by citizens. COMMONAIR seeks to bridge the gap between science-based methods, public involvement, and practical policy implementation by local governments. The citizen approach to measurement does not conflict with official microclimate monitoring, but fosters informed local debate, supports policy, and provides additional data for research. This subsidiary approach innovates governance, both vertically, involving all levels of government, and horizontally, with stakeholders and local actors, fostering alliances. A common procedure will be adopted for local measurements with and by the community (schools, city councils, NGOs) and compared with simulated scenarios by the scientific partners. New governance tools such as cooperation pacts, district assemblies, information and data sharing applications, educational and public events will be tested in at least one pilot per country. The cooperative work of the four country teams, already efficient for Grenoble and Turin, will be shared and discussed within the AG 8 Action Group “Risk Governance,” valuing local diversity (city size, orography, local governance habits and rules, etc.) and the development of new governance tools and practices. The exchange of adaptation and risk mitigation management tools and practices at the transnational/regional/local level will enhance adaptation capacity, also by AR platforms as CAPA and PLANALP Group. Citizen science in AR governance seems to be quite innovative in the AR. The approximate budget for 24 months is 0.75 million euros. The project will follow the European Commission's greening recommendations.
